Madrid, November 19, 2025 – The European Commission has presented its Digital Package, a strategic initiative aimed at strengthening the European Union's technological competitiveness, boosting digital innovation, and reducing regulatory compliance costs for businesses and administrations.

The Digital Package is structured around three main pillars. First, the Digital Omnibus, which simplifies European regulations on data protection, cybersecurity, and artificial intelligence, harmonizing more than 100 scattered rules. Second, it enhances access to high-quality data for artificial intelligence through data laboratories and common European spaces, facilitating the development and training of algorithms in a competitive and secure manner. Finally, the digital business wallet will enable companies to interact with administrations and other companies in any Member State, with full legal validity, facilitating digital transactions and procedures.
Among the most significant developments is the consolidation of data regulations into two main regulations, the GDPR and the Data Regulation, with simplified cookie management and reduced "consent fatigue." In addition, a single point of incident notification is established, managed by the European Network and Information Security Agency (ENISA), which allows all cybersecurity obligations to be met in a centralized and efficient manner. The AI Act is also being adjusted, expanding simplified compliance modalities for SMEs and mid-cap companies, while the protection of trade secrets is being strengthened with greater legal guarantees and clarification of obligations in emergency situations.
This Digital Package reflects a clear strategic vision: Europe must not only generate its own technology, but also deploy it quickly, intensively, and with legal certainty. The benefits will reach both large international technology companies and innovative European companies, fostering a harmonized, competitive, and secure digital ecosystem.
The proposals will be submitted to the European Parliament and the Council for review and possible approval. At the same time, the Commission has launched a digital fitness check, open until March 2026, to assess current regulations and prepare future simplification measures.
