Article in El Economista: “The United Arab Emirates becomes the first country to incorporate AI into the drafting of its laws.”

On May 21, 2025, the newspaper El Economista published an extensive report entitled "The United Arab Emirates becomes the first country to incorporate AI into the drafting of its laws."

I had the privilege of participating in this analysis alongside magistrates and experts in artificial intelligence, contributing my perspective on the challenges and opportunities posed by the use of these technologies in the legislative sphere.

In my speech, I emphasized one essential idea: "If what we are talking about is a system that practically replaces the legislator, as a human being who is sensitive to social problems and imbued with values, it is obvious that I do not think it is a good idea. If, on the other hand, what we are thinking about is a tool that supports the drafting of regulations, not only do I think it is a good idea, but I think it is absolutely necessary and completely in line with the times we live in."

I firmly believe that AI can and should be an ally in improving regulatory productivity, especially in technical or repetitive tasks that consume a large amount of resources. In fact, this transformation is already underway in many parliaments around the world, including Spain and its autonomous communities.

However, the ultimate responsibility for legislating must always remain in human hands. Technology cannot replace democratic deliberation or the value-laden judgment that characterizes the legislative process.

This global debate is just beginning, and I am honored to contribute to it from a perspective that balances innovation, regulation, and humanism.
